Heywood Township Funds 2019/20

To receive information in relation to the Township Funds and consider applications for funding.


The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2019/20 and to enable the Sub-

Committee to consider the allocation of funds to proposed projects.


Alternatives considered: In considering the report, Members would consider whether or not to approve the allocation of funds to projects as appropriate.





1)    That Members note the expenditure, commitments and balances for Heywood Township revenue and capital funds in Appendix 1, 1A and 2.


2)    That Members note decisions made under delegated authority as detailed in Appendix 3 of the report.


3)    That Members consider and approve, refuse or defer the allocation of funds to proposed projects detailed in Appendix 4 of the report.


4)    Members note the Townships & Communities Manager has assessed proposed projects to be considered for funding against the criteria of eligibility for the Heywood Township Fund, the priorities of the Township and any specific risks have been identified (information detailed in Appendix 4).


5)    That the applications for Township Funds be dealt with as follows:











Skills4Sport Programme.


No award from 2019/20 Funds but ring-fenced in full £6975 from 2020/21 Projects Fund.




Darnhill Youth Provision


Full award £3600 from Projects Fund.


Highways closure St. Georges Day Parade 2020


Full award £1200 from £400 from each of the three Ward Funds.








Hornby Street/King Street TRO


Full award £4200




Roch Valley Hay Meadow Improvements


Full award £6024.79




Higher Lomax lane/Chelmer Grove TRO


Full award £4000.
