Middleton Township Funds 2022/23

To consider Middleton Township Funds 2022/23.

Minutes:

The Sub-Committee gave consideration to a report of the Townships Business Officer which provided an update on revenue and capital expenditure, commitments and balances of Middleton Township Funds 2022/23, and to enable the allocations of funds to proposed projects.

 

Members were informed that the Middleton Township Capital Funds available for allocation was £28,090 and that the Middleton Township Revenue (Projects) Funds available for allocation was £91,567.

 

Alternatives considered:
Members were asked to decide whether or not to approve the allocations of funds to projects as appropriate.

 

Resolved:

1.    That the expenditure, commitments and balances of the Middleton Township Funds Revenue and Capital Funds as detailed in appendices 1 and 2 of the submitted report be noted;

 

2.    That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

 

3.    That the Sub-Committee notes that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Middleton Township Fund, the priorities of the Township and any specific risks have been identified within the report;

 

4.    That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

 

5.    That applications for Middleton Township Funds 2022/2023, as outlined at Appendices 4 and 5 of the submitted reports, be dealt with as follows:

Additional Christmas lights and features for Middleton

 

Approved - £6,000 from Township Revenue Projects Fund.

Long Street waiting restrictions

 

Approved - £4,300 from North Middleton Ward Capital Fund.

 

Three Pits Allotment Society security fence

 

Approved - £1,702.45 from North Middleton Ward Revenue Projects Fund.

Durnford Street salt bin

 

Approved - £1,050 from North Middleton Ward Capital Fund.

 

Wood Street/Hawkshead Drive knee high rail fence and bollard

 

Approved - £2,100 -
50% from South Middleton Ward Capital Fund and 50% from West Middleton Ward Capital Fund.

Refused - but£5,500 to be allocated from the Township Projects / Events Fund for the event to be organised by Rochdale Borough Council Events Team.

 

Middfest 2023

Application for £19,000 from Townships Projects / Events Fund approved in principle and the decision delegated to Chair, Vice Chair and Middleton Township Manager pending further information from the applicant.

Approved - £10,000 from Township Projects Fund.

Application deferred pending further discussion between Highways and Transport for Greater Manchester (TfGM).

Approved - £1,250 from East Middleton Ward Projects Fund and £1,250 from Township Capital Fund.

Approved - £14,115.37 from Township Projects / Events Fund.

 

 

 

Reasons for the decision:

Management of the Middleton Township Fund is delegated to the Middleton Township Devolved Funding and Devolved Services Sub-Committee.

 

Middleton Township Funds are allocated to projects that benefit the Township’s community and environment, and realise the Township priorities.

 

To enable the committee to monitor and review the use of the Middleton Township Funds to ensure continued efficient and effective use of the funds.
