This report requires a key decision that is overdue. It is therefore requested that a General Exception Notice be issued to the Chair of the Overview and Scrutiny Committee. The report needs to go to the ICB of the 26th January 2021 to ensure the ICB has the opportunity to approve fees and provide enough time to prepare for the system changes to occur and communicate the outcome to care providers to enable them to make plans.
